The Harbour Programme provides support for children in Foundation Stage and Key Stage 1, who have social, emotional and mental health (SEMH) needs which impact on their ability to engage with learning and to form meaningful relationships. Typically, children will not have current involvement from specialist support services (e.g. Behaviour Support Service, Educational Psychology Service) although may have had previous involvement.

Schools must firstly seek permission from the child’s parent/carer (either verbal or written) for an initial discussion with The Harbour Programme.  Referrals to The Harbour involve a simple phone call to talk about a child with a member of The Harbour team. Following this consultation, information is then shared with our wider multi-professional team (including Educational Psychologists, a CAMHS Family Therapist, a Sensory Occupational Therapist and Thrive Practitioners). An appropriate way forward will be agreed and next steps organised in partnership with the school. Information on the types of support can be found within our Flow Diagram.

A signed consent form is required if further Harbour Programme support involves the child and family. For school-based support (e.g. Systems and Processes support, CPD, Thrive support), an individual agreement will be arranged with a member of The Harbour team.
